Born in Des Plaines, Illinois, Douglas Conrad Meister was a resident of Odenton, Maryland. After receiving his undergraduate degree from the U.S. Naval Academy in 1977, Doug served as a Surface Warfare Officer, retiring with the rank of Lieutenant Commander. He obtained his Master of Arts degree in National Security Affairs in 1984. Pursuing a second career in law, he obtained his Juris Doctor degree from the University of Maryland, graduating in 1996. He had worked as an attorney with the firm Meyers, Rodbell, & Rosenbaum P.A. for the past 25 years.

Doug was an avid fan of DC United. He also enjoyed traveling and cooking, and was a serious reader of both non-fiction and fiction books. His sharp intellect and passion for debate led to many interesting discussions with family, friends, and colleagues. Doug was a member of the American Society for Legal History, the Friends of the Patuxent Wildlife Research Center, and the Patuxent Research Refuge, Inc. He dearly loved his family, especially his sons Devon (Ashley) and Derric Meister and his grandsons Esca and Nolan.
