Howard Williams Moore Jr.

Howard Williams Moore, Jr., 83, of Severn, Maryland, passed away on Thursday, November 23, 2023, at Johns Hopkins Medical Center. He is survived by his loving wife of 43 years, Lee Ann (nee Monteleone) and his brother George Moore. Proud father of Scott (Michelle), Steve (Melissa), and Kristin (Corey) and fun loving grandfather of Sarah, Nathan and Abby. Howard was born on October 13, 1940 at the National Homeopathic Hospital in Washington, D.C. and was pre-deceased by his parents Howard and Helen Moore. Howard graduated from The Citadel and earned an MBA from Northern Colorado University.

Upon graduation from The Citadel, Howard served in the U.S. Army for 26 years and retired with the rank of Colonel. His overseas assignments included two tours of duty in Vietnam. He served in various Military Intelligence assignments throughout his career and, before retirement, was the Executive of the National Cryptologic School at NSA. Upon his retirement from the military, he started a second career at the Maryland Transportation Authority where he oversaw many projects such as the changeover to one-way tolls on I95 Millard Tydings Bridge and the start of MTAG which became EZPass. Howard was an avid NASCAR fan and longtime boater on the Chesapeake Bay. He was an active member of the American Legion Post 276 where he served many years on the Executive Committee.

Howard will be dearly missed by his family. He was a good, kind man who cared deeply for others and always found the best in people. He was a trusted confidant and excelled at helping others develop their potential. Howard was devoted to his family and a dedicated husband and father. He was proud to have served in the military to support this country. He was quick-witted and his humor could get a chuckle out of anyone.

Interment will be at Arlington National Cemetery with full military honors.  A celebration of life will be held at a future date. In lieu of flowers, memorial donations can be made in Howard’s honor to the Howard L. Turner American Legion Post 276, 8068 Quarterfield Road, Severn, MD 21144.
